Erick D. Stowe, Esq.
Erick D. Stowe, Esq. started his public finance law practice in 1974 with Willson & Lamm, P.C. in Denver, Colorado. He then established the public finance firm Erick D. Stowe P.C. in 1983, which later became Becker Stowe & Bieber LLC, and was a partner with Peck Shaffer & Williams LLP in the firm's Denver office from 2007 through December 31, 2011. He then formed Stowe LLC to focus on (1) post-issuance federal tax compliance work and (2) the creation of a lease purchase program intended to serve primarily smaller local governments. That lease purchase program (known as the CDFC Lease Purchase Program) is endorsed by the Colorado Municipal League, Colorado Counties, Inc. and the Colorado Association of School Executives. Mr. Stowe is licensed to practice in Arizona, Colorado, Wisconsin and Wyoming. Mr. Stowe's legal practice has been concentrated in the areas of local government law and tax-exempt financing with a particular emphasis on the federal tax issues. He has served as bond counsel, underwriter's counsel or issuer's disclosure counsel for obligations of state and local government entities in Colorado and numerous other states including general obligation bonds, revenue bonds, airport system revenue bonds, special assessment bonds, industrial development bonds, lease purchase certificates of participation, solid waste disposal revenue bonds, hospital revenue bonds, tax increment bonds, tax and revenue anticipation notes, and, in particular, advance and current refundings of these types of obligations. Mr. Stowe has volunteered significant amounts of his time to community organizations, including seven years on the Board of Trustees of Nine Health Services, Inc., the sponsor of the 9Health Fairs. He was appointed by Mayor Wellington E. Webb to the task force on, and served on the negotiating team that, in 1994, renegotiated the agreement between the City and County of Denver, Colorado and the Winter Park Recreational Association governing the operation of the City's asset, the Winter Park ski area.
Mr. Stowe was also appointed by Mayor Webb to and chaired the Mayor's Sports Facilities Task Force/Broncos Committee. He also has extensive experience in drafting legislation, including serving as the primary draftsman of the Colorado Public Securities Refunding Act, and has conducted numerous seminars on public finance. Mr. Stowe is a member of the National Association of Bonds Lawyers and President of the Colorado Association of Bond Lawyers.
