Georgeann Becker, Esq.

Georgeann Becker, Esq. has practiced public finance law for over 45 years, the last 40 of which have been in Colorado. Originally she practiced law with the national firm of Dorsey & Whitney in Minneapolis, Minnesota, then, after moving to Denver, Colorado, she was a partner of Ballard Spahr Andrews & Ingersoll from 1981 through 1988 and a principal of Becker Stowe & Bieber LLC from 1988 through 2006. She was a partner at Peck, Shaffer & Williams LLP in the Denver office from 2007 through December 31, 2013 and then rejoined Mr. Stowe in 2014. Ms. Becker has acted as bond counsel, underwriter's counsel and issuer's special counsel for disclosure matters for obligations by state and local governmental units in Colorado and other states including general obligation bonds, revenue bonds, airport system revenue bonds, special assessment bonds, single-family mortgage revenue bonds, multi-family housing revenue bonds, industrial development bonds, lease purchase certificates of participation, tax increment bonds, tax and revenue anticipation notes and advance and current refundings of several of these types of obligations. She served as disclosure counsel for the issuance or remarketing of airport system revenue bonds by the City and County of Denver, Colorado for the period 1991 through 2011.

Ms. Becker has considerable legislative drafting experience. She worked for the Minnesota Revisor of Statutes office during the 1973-74 legislative term and was the primary drafter of the current Colorado Private Activity Bond Allocations Act (and two related predecessor acts). Ms. Becker was a member of the Colorado Private Activity Bond Allocations Committee for over eight years. She served as a member of the Enterprises, Annual Appropriations/Lease Purchase and Special Assessments Subcommittees of the Colorado Municipal League's (CML) TABOR Technical Review Committee. In connection with that service, Ms. Becker was one of the authors of CML's proposed legislation regarding special assessment bonds (implemented in legislation adopted in 1994). She is a member of the National Association of Bond Lawyers and the Colorado Association of Bond Lawyers
